Propel is a solar program available through CED Greentech, our supply house. It's the same solar, with all the same benefits, at a lower price. For PSE homes in Whatcom and Skagit counties, it takes 34.6% off a system built with REC panels and Enphase microinverters, installed by our own licensed electricians.
This is a real Swiftwater install on a Bellingham home. We re-ran it as a Propel System: same roof, same PSE bills, with Propel's equipment and discount.

When the federal solar tax credit for homeowners ended on December 31, 2025, the math changed for a lot of Bellingham families. Propel is how some of that value comes back.
Businesses can still claim a federal clean-energy credit. Propel is set up to qualify for it, and passes the savings to you as a discount on your system. You get everything the system does: all the power it makes and every PSE bill credit, with the same design, permits and install crew as any Swiftwater system. The only difference you’ll notice is the price.
Behind the scenes, Propel holds title to the equipment for the first five years, which is how it claims the credit, and it covers the system with a production guarantee and maintenance during that time. After year five, ownership transfers to you automatically, at no extra cost.
It’s set up with a loan, on approved credit, through CED Greentech’s finance partner. Prefer to pay cash? Pay the loan off right away, with no prepayment penalty.
Every kilowatt-hour the panels make powers your home.
Every PSE net metering credit goes on your bill.
Add a battery any time and enroll in PSE Flex.
Same Swiftwater design, same licensed crew, same permits and PSE paperwork.
After year five, ownership transfers to you automatically.
Stack Propel with PSE’s battery programs and a whole-home backup battery gets very affordable. The battery keeps your fridge, furnace, lights and Wi-Fi running when PSE goes out, and PSE pays up to $300 a year per battery for letting it help the grid during Flex events.
Not income-eligible? PSE still pays up to $1,000 per battery, and homes in outage-prone areas can get up to $10,000 more. We’ll check every program your home qualifies for and stack all of them.
Propel systems are built with REC panels and Enphase microinverters
Heterojunction cells, 22.1% efficient at 460 W, all-black frame. At least 92% of rated power in year 25. Because we’re REC Certified, your panels get REC’s 25-year ProTrust warranty covering product, power and labor.
Built in the USA. One small inverter under every panel. 25-year Enphase warranty, installed by an Enphase-certified crew, and you can watch every panel in the Enphase app.
Every roof attachment gets a metal flashing that slides up under the shingles above it, the same way the bathroom vents on your roof are flashed. Water runs over it, not into the roof. We don’t rely on sealant alone. Backed by our 10-year workmanship warranty on the whole project.
Send us your PSE usage. We design around your roof and give you real numbers, Propel and cash side by side.
Propel is for roof-mounted systems on existing homes. We confirm your home and roof qualify.
Our own W-2 electricians, never subcontracted. We pull the permits and handle the PSE paperwork.
Ownership transfers to you automatically. No buyout check to write.
The homeowner tax credit ended, but businesses can still claim a federal clean-energy credit. Propel qualifies for it and passes that value to you as the discount.
On paper, Propel holds title for the first five years. That’s how it claims the federal credit and passes the savings to you. Day to day nothing changes: the power and the bill credits are yours from the day it turns on, and maintenance is covered. After year five it transfers to you at no extra cost.
Yes. Propel is set up with a loan, but you can pay it off in full right away with no prepayment penalty, so it works for cash buyers and financed buyers alike.
The loan can transfer to the buyer with a simple contract and a $250 transfer fee.
Yes, and it’s one of the best deals we offer. Propel takes a discount off Enphase batteries too, and it stacks with PSE’s battery rebates. Our example home, income-eligible under PSE Path A, gets a 10 kWh backup battery for less than a large latte a week. Other PSE homes still get up to $1,000 per battery (and up to $10,000 more in outage-prone areas), plus up to $300 a year for Flex events.
Not every one. Propel is roof-mount only (no ground mounts), not for new construction, and needs credit approval. If it isn’t the right fit, we’ll show you our standard cash and financing options instead.
No. It’s a real price for real equipment, installed by a Bellingham company that’s been in business since 2005.
We'll design your system for free and show you Propel and cash pricing side by side. No pressure, no door-knocking.
Example system: a real Swiftwater install in Bellingham, re-priced as a Propel system: 7.36 kW, 16 REC Alpha Pure-RX 460 W panels, Enphase IQ8X microinverters, composition-shingle roof, PSE customer in Bellingham using 7,500 kWh a year, designed October 2026. The 34.6% discount applies in qualifying Whatcom and Skagit County locations; other areas may receive a lower discount. Financing on approved credit. Savings figures assume year-one PSE rates of $0.240/kWh rising about 5% a year; savings are estimated, not guaranteed. Cost of doing nothing compares estimated PSE charges over 25 years with the system’s price; financing adds interest. PSE rate history: average rate per kWh, 2005–2026; 2027–2029 values are projections. Battery example: Enphase 10C (10 kWh) for an income-eligible PSE customer receiving the $10,000 Path A rebate; the $750 Flex enrollment check is mailed after enrollment; “less than a latte a week” is the estimated average net cost over 25 years, after the incentives above and assuming the maximum Flex event payment of $300 a year. Flex event payments are up to $300 a year and are not guaranteed. Loans offered under Concert Finance are originated by Medallion Bank, Member FDIC. Program terms and incentives can change. Sales-tax exempt.
